چکیده

We estimate that Unemployment Insurance (UI) extensions reduce reemployment wages using sharp age discontinuities in UI eligibility in Germany. We show this effect combines two key policy parameters: the effect of UI on reservation wages and the effect of nonemployment durations on wage offers. Our framework implies if UI extensions do not affect wages conditional on duration, then reservation wages do not bind. We derive resulting instrumental variable estimates for the effect of nonemployment durations on wage offers and bounds for reservation wage effects. The effect of UI on wages we find arises mainly from substantial negative nonemployment duration effects. ∗We would like to thank David Card, Kyle Herkenhoff, Hilary Hoynes, Larry Katz, Pat Kline, Kevin Lang, Rafael Lalive, Claudia Olivetti, Daniele Paserman, Luigi Pistaferri, Robert Shimer, Fabien Postel-Vinay, Albert Yung-Hsu Liu, as well as seminar participants at Boston University, the University of Chicago, Stanford, the ETH Zurich, Princeton University, Northwestern University, Northeastern University, Ohio State University, University of California Los Angeles, University of California Riverside, the Atlanta FRB, the Minnesota FRB, the NY FRB, the American Economic Association Meetings, the Society of Labor Economics, and the NBER Labor Studies meeting and four anonymous referees for helpful comments on this project. The Longterm Effects of UI Extensions on Employment

The effect of extending the duration of unemployment insurance (UI) benefits on nonemployment duration is a hotly debated question. The vast majority of the literature (e.g., Lawrence Katz and Bruce D. Meyer 1990, Johannes F. Schmieder, Till von Wachter, and Stefan Bender 2012) [henceforth SVB]) analyzes the effect of extensions in UI durations or increases in UI benefits on the initial nonempl...

Great expectations: Past wages and unemployment durations☆

Decomposing wages into worker and firm wage components, we find that firm-fixed components are sizeable parts of workers' wages. If workers can only imperfectly observe the extent of firm-fixed components in their wages, they might be misled about the overall wage distribution. Such misperceptions may lead to unjustified high reservation wages, resulting in overly long unemployment durations. W...

New Insights on Unemployment Duration and Post Unemployment Earnings in Germany: Censored Box-Cox Quantile Regression at Work In light of nonstationary search theory (van den Berg, 1990), this paper estimates the effects of benefit entitlement periods and the size of unemployment benefits on unemployment durations and post-unemployment earnings in West Germany. For the unemployment duration, we...
